The comment came as state and local governments across the country clash over the rapid expansion of the massive facilities, which are essential for artificial intelligence and cloud computing but also consume huge amounts of electricity and water.

Trump framed the issue as a choice between progress and decline. He argued that towns and counties that try to block or slow down data center projects are effectively cutting themselves off from future investment and job growth.
