Engine Technology Forum Praises House Energy and Commerce Committee for Passing Reauthorization of the Diesel Emissions Reduction Act

Washington, DC - A key congressional committee has unanimously advanced legislation that would renew a popular program aimed at cutting pollution from older diesel engines. The Engine Technology Forum (ETF) applauded the House Energy and Commerce Committee on Wednesday for passing H.R. 2140, the Diesel Emissions Reduction Act of 2025.

The bill, which now moves to the full House for consideration, seeks to amend the Energy Policy Act of 2005 and reauthorize the Diesel Emissions Reduction Act (DERA). The program provides federal grants and rebates to help modernize or replace aging diesel fleets, including school buses, construction equipment, and port vehicles.

Industry leaders say the reauthorization is critical for maintaining progress on air quality. The program has historically enjoyed strong bipartisan support because it targets older engines that produce higher levels of particulate matter and nitrogen oxides, which contribute to smog and respiratory illnesses.

ETF representatives noted that the unanimous committee vote signals a shared commitment to cleaner air without mandating new technology. Instead, DERA incentivizes voluntary upgrades through cost-sharing partnerships. Since its inception, the program has funded thousands of projects across the country, often in low-income communities that bear a disproportionate burden of diesel pollution.

The next step is a vote by the full House of Representatives. A companion bill has been introduced in the Senate. Supporters are optimistic given the measure's track record and its focus on practical, results-oriented environmental policy.
