How to Overcome Universal Barriers to SME Technology Adoption

The supply-side logic is easy to follow. Build the cables, expand the towers, run the training sessions, and adoption will follow. That playbook has been running across sub-Saharan Africa for years. The results have been uneven. Many SMEs still run their books on paper, communicate by walking over to a supplier, and keep customer records in notebooks. Not because they lack access to a smartphone, but because the tools they are offered do not match how they actually work.

The Amhara study points to a few overlooked factors. Owners often worry that digital payments will create audit trails that invite tax trouble. Employees resist new systems because they fear automation will cut jobs. And many software products are built for larger firms, with features that make no sense for a shop with five workers. The researchers argue for a different starting point: design tools around existing workflows, not around what the technology can do. That means involving owners in the design process, offering offline options, and showing clear, immediate returns like faster inventory checks or simpler record keeping. It also means addressing the fear factor head on, with transparent conversations about data use and job security.

The takeaway is not that connectivity does not matter. It does. But the real work is softer and slower. It is about listening to a tailor in Bahir Dar who says she does not need a dashboard, she needs a way to remind customers to pick up finished orders. Until vendors start there, the fiber cables will keep getting built, and the notebooks will stay on the desks.
